Scope Of NCRC
The main jurisdiction of
the National Council for the Rights of the Child, formed with the main
objective of protecting and promoting the rights and interests of children, is
as under:
A. Policy Consultation:
-The National Council for the Rights of the Child should advocate with the
federal, state, and local governments to develop a child-friendly environment,
and make further efforts to increase the implementation of child-friendly laws,
policies, plans, and programs. In addition, the council should play a
specialized role in reviewing existing policies, rules, and regulations, and
evaluating the impact, as well as assisting in drafting policies, procedures,
guidelines, and standards as needed.
B.
Capacity Development: -It is necessary to develop the capacity of other
stakeholders including the new structure such as National Child Rights Council,
State and Local Child Rights Committees formed in the changed federal structure
and work towards more child oriented issues towards child protection, promotion
and ensuring child rights.In this context, the Council will develop the
capacity of the concerned stakeholders by conducting capacity building
training, interaction and training as per the need in the capacity development
and service provider bodies (Nepal Police, Health, Education, Child Justice) of
the state and local level child rights mechanism.
C. Operation, management,
consolidation and expansion of National Child Protection System:As the official
body of the Government of Nepal working on child protection, the Council
provides child helpline services, operation of child tracing services,
orphanage, financial assistance and rescue, protection and management of street
children, rescue and protection of children with disabilities and special
protection needs, monitoring of alternative care, Backing up, operating permission And
to play a leading role in recommending revocation of permits, rescue and
protection of children in labor, listing and assistance of temporary protection
services, assistance in strengthening child justice system, assistance in
strengthening children's organizations, and management of child villages with
integrated services.
D. Promotional actions:
-The Council will raise awareness about the overall rights of children - child
labor, child marriage, trafficking and illicit trafficking, sexual exploitation
and abuse, all forms of violence, disability, physical and mental torture,
kindergartens, childcare services, childcare, childcare, etc. To promote child
protection criteria, child participation criteria, to publish national report
on the status of children, to disseminate publicity.
E. Coordination functions:
-To coordinate with the governmental, non-governmental, private and social
organizations working in the field of children.
